The move comes just a week after President Donald Trump signed an Executive Order creating the U.S. Strategic Bitcoin Reserve, which will be funded using Bitcoin seized from illicit activities.
According to Lummis, this bill will solidify Trump's vision into law, ensuring that Bitcoin becomes a core part of the nation's long-term financial infrastructure.

1 Million BTC Purchase Plan Under the Proposal
The Bitcoin Act, if passed, will mandate the U.S. government to purchase up to 1 million BTC over a multi-year period. The goal is to boost the nation’s economic resilience while addressing national debt concerns through digital asset adoption.
By transforming Trump’s Executive Order into a legislative mandate, Lummis believes the U.S. can fully harness the potential of Bitcoin while maintaining a competitive edge in the global economy.
Texas Lawmakers Push for State-Level Bitcoin Reserve
Lummis’ move isn’t the only major Bitcoin adoption effort in the U.S. Right now, Texas lawmakers are introducing a bill proposing the acquisition of $250 million worth of Bitcoin and other cryptocurrencies for the state.
Notably, the Texas Senate has already passed a Bitcoin Reserve bill, which is now awaiting consideration in the House. If approved, Texas would become the first U.S. state to hold Bitcoin on its balance sheet.
