UAE Integrates Avalanche Into National Digital ID Platform

The United Arab Emirates is integrating Avalanche blockchain infrastructure into UAEPASS, the country's national digital identity platform used by approximately 12.5 million people.

The decision was made by the Telecommunications and Digital Government Regulatory Authority (TDRA), the federal regulator responsible for overseeing UAEPASS.

UAEPASS allows UAE citizens, residents and visitors to log into online services, digitally sign documents and verify their identities when interacting with government agencies and private companies.

At the center of the Avalanche integration is the platform's Digital Vault, which stores verified documents and enables users to present digital credentials to institutions requiring identity or document verification.

UAEPASS Connects More Than 15,000 Services

According to Avalanche, UAEPASS currently serves around 12.5 million users and provides access to more than 15,000 digital services.

More than 350 government agencies and private-sector organizations rely on the platform, making the infrastructure behind its identity and document verification system increasingly important. 

Blockchain technology can provide a shared verification layer through which institutions confirm the authenticity and issuer of digital credentials without independently repeating the entire verification process each time a document is presented.

Saeed Belhoul, Dgov Operations Director, said the Digital Vault has become an important part of everyday digital life in the UAE.

The government therefore wants the underlying infrastructure to remain capable of supporting growing demand while maintaining the trust users place in the national identity system.

Digital Vault Gets Dedicated Avalanche L1

Rather than operating on Avalanche's shared infrastructure, the UAEPASS Digital Vault will use a dedicated Avalanche Layer 1 blockchain.

This structure gives the operator greater control over areas including network membership, permissions and configuration, while isolating the system from unrelated blockchain activity. 

Avalanche said the dedicated environment means congestion or heavy activity elsewhere will not compete with UAEPASS for network capacity.

That distinction is particularly important for national digital infrastructure, where reliability, predictable performance and administrative control can be more important than open participation.

Ava Labs Chief Business Officer John Nahas described the implementation as high-performance infrastructure designed to operate behind the scenes while keeping digital services secure and seamless for users.

Avalanche Expands Government Blockchain Use

The UAE is not the first government organization to adopt a dedicated Avalanche network for large-scale public infrastructure.

The California Department of Motor Vehicles previously moved approximately 42 million vehicle titles onto a DMV-operated Avalanche L1, digitizing one of the largest vehicle title databases in the United States.

According to Avalanche, the system has helped reduce some vehicle title transfers that previously required roughly two weeks to processes completed within minutes.

While the applications are different, Avalanche sees similarities between the California and UAE projects. Both involve public systems serving tens of millions of people and handling records that require reliable verification.

The California implementation focuses on property and vehicle ownership records, while the UAE project centers on digital identity and verified documents.

UAE Continues Digital Infrastructure Push

The integration represents another step in the UAE's broader effort to modernize government services through digital infrastructure and blockchain technology.

Unlike consumer-facing blockchain applications focused on trading or decentralized finance, UAEPASS demonstrates how distributed ledger technology can operate largely behind the scenes. 

Users will continue accessing government and private services through the familiar identity platform, while the Avalanche L1 provides infrastructure supporting verification and document integrity.

For Avalanche, the project also strengthens its push into institutional and government applications where dedicated blockchains can offer organizations greater control than shared public networks. 

With 12.5 million users, more than 15,000 services and over 350 participating organizations, UAEPASS represents one of the larger government digital identity systems to integrate Avalanche technology.

Together with the California DMV deployment, the UAE project illustrates Avalanche's growing focus on large-scale real-world infrastructure, extending blockchain adoption beyond financial applications into identity and public records.
