Binance Picks Kazakhstan for Regional Crypto Settlement Hub

Binance plans to establish a regional settlement center in Kazakhstan, expanding the country's role in the exchange's operations across Central Asia, the Commonwealth of Independent States and Eastern Europe.

The initiative follows a memorandum of understanding signed between Binance and the National Bank of Kazakhstan (NBK). According to the central bank, the planned hub will process cross-border payments and money transfers, including settlements involving digital assets.

The project would involve creating a dedicated Binance Group entity in Kazakhstan, building the necessary infrastructure and obtaining authorization from the central bank.

“The project involves the establishment a corresponding Binance Group organization in Kazakhstan, along with the necessary infrastructure, and obtaining a license from the National Bank to operate as a Category 1 payment institution.”

The license could allow Binance to relocate parts of its regional operations to Kazakhstan and provide related services through the country's jurisdiction.

Binance Signs Three Agreements in Kazakhstan

The announcement follows a signing ceremony attended by NBK Chairman Timur Suleimenov and Binance founder Changpeng Zhao (CZ).

Binance recently announced three agreements with Kazakh institutions. Alongside its memorandum with the central bank, the exchange signed agreements with the Ministry of Artificial Intelligence and Digital Development and the Astana International Financial Centre (AIFC). 

Through its partnership with the NBK, Binance intends to explore opportunities for positioning Kazakhstan as a regional payments and fintech center.

The company said this could include localization of certain regional operations, infrastructure and functions, alongside the development of cross-border financial services.

Binance's agreement with the digital ministry will focus on digital assets, computing infrastructure and innovative payment solutions, with the parties also exploring the potential issuance of a new stablecoin.

Meanwhile, cooperation with the AIFC will include its Investment Tax Residency Program, which is expected to expand to cover digital assets.

Kazakhstan Expands Beyond Crypto Mining

Kazakhstan initially became a major cryptocurrency market after China's mining crackdown pushed large numbers of Bitcoin miners into the country.

The rapid migration created pressure on Kazakhstan's electricity infrastructure, eventually prompting authorities to introduce dedicated regulations and pricing structures for crypto mining companies.

Since then, Astana has moved toward a broader strategy designed to transform Kazakhstan from primarily a mining destination into a regional digital asset and financial technology hub.

That strategy includes regulated cryptocurrency investment and trading, as well as rules governing locally mined digital assets.

Crypto trading was initially concentrated within the special regulatory framework of the AIFC. More recently, however, the National Bank issued its first cryptocurrency exchange license under Kazakhstan's updated law “On Digital Assets.”

The revised framework allows some crypto services to operate beyond the AIFC's specialized jurisdiction, potentially expanding Kazakhstan's regulated digital asset market.

CZ Deepens Binance's Central Asian Ties

Binance's relationship with Kazakhstan has developed over several years.

CZ visited the country in September 2025 and discussed the development of its digital economy and blockchain industry with government officials.

During that visit, he was introduced to plans for a “CryptoCity” in Alatau and a Data Center Valley, projects connected to Kazakhstan's broader ambitions in cryptocurrency, artificial intelligence and digital infrastructure.

Binance has also strengthened relationships elsewhere in Central Asia. CZ recently visited Kyrgyzstan for discussions covering crypto regulation, fraud prevention, anti-money laundering measures, tokenization and stablecoins.

Kyrgyzstan is also working with Binance on initiatives involving a digital som and the fiat-backed KGST stablecoin.

Kazakhstan Could Become Key Binance Regional Base

Binance's growing Central Asian presence follows its withdrawal from Russia in September 2023, when the exchange sold its Russian operations following mounting regulatory and sanctions-related pressures.

Kazakhstan's geographic position and increasingly developed crypto framework could now make it an important base for Binance's regional payment and settlement activities.

The exchange's European expansion has faced separate regulatory challenges, including unsuccessful licensing efforts in Greece and France under the EU's MiCA framework.

The Kazakhstan project, however, is still developing. Binance must establish the local entity, build the required infrastructure and secure a Category 1 payment institution license from the National Bank before the settlement hub can fully operate.

If completed, the center could process services for users across Central Asia, the CIS and Eastern Europe, strengthening Kazakhstan's position as a bridge between traditional payments and regulated digital assets.
