Vitalik Buterin says Ethereum’s development priorities have evolved considerably, with privacy and protection against future quantum computing threats becoming major parts of the network’s long-term strategy.
On Monday, Buterin compared Ethereum’s previous roadmap with the Ethereum Foundation’s latest “Strawmap” a living reference guide covering potential protocol development through 2029. The document was most recently updated on August 4.
The comparison shows how Ethereum has moved beyond the roadmap Buterin presented in 2023, which organized development around The Merge, The Surge, The Scourge, The Verge, The Purge and The Splurge.

Privacy Becomes a Core Ethereum Priority
Strong privacy is one of the most significant additions to Ethereum’s development strategy. The roadmap now includes technologies designed to protect users’ balances, transaction histories and on-chain activity.
Potential solutions include privacy pools and “wormholes” which could allow users to move value without publicly exposing their complete transaction history.
Privacy improvements also overlap with Fork-Choice Enforced Inclusion Lists (FOCIL), a mechanism designed to strengthen Ethereum’s resistance to transaction censorship. FOCIL is expected to become a headline feature of the planned Hegota upgrade.
The increased emphasis reflects Ethereum’s broader goal of preserving permissionless access while making everyday blockchain activity less transparent to unwanted observers.
Ethereum Prepares for Quantum Computing
Quantum resistance has also moved much higher on Ethereum’s list of priorities. Developers are increasingly considering how the network’s cryptography could eventually need to change as quantum computing technology advances.
The work forms part of Ethereum’s broader “Lean-ification” strategy, which Buterin has previously described as essentially the network’s third major iteration.
Lean Ethereum could eventually reshape or replace several fundamental pieces of the protocol. Among the possibilities is moving beyond the Ethereum Virtual Machine (EVM) toward alternative computing architectures such as RISC-V and leanISA.
The objective is to simplify Ethereum’s underlying architecture while improving performance, security and long-term resilience.
Zero-Knowledge Proofs Take Bigger Role
Zero-knowledge technology is another area that has advanced dramatically since Ethereum’s earlier roadmap was created.
Buterin noted that SNARKs were previously “nowhere near mature enough” to support some of the sophisticated scaling techniques now being considered.
Advances in zero-knowledge proofs have opened the door to concepts such as native rollups and potentially deeper integration of ZK technology directly into Ethereum’s protocol.
Other ideas that were largely absent from the 2023 roadmap have also emerged, including blob and gas futures.
Meanwhile, modern artificial intelligence could assist with formal verification, helping developers mathematically verify the correctness and security of increasingly complex Ethereum components.
Buterin Envisions a Leaner Ethereum
Some older Ethereum development ideas have simultaneously been reduced in importance or replaced by newer approaches. Buterin specifically pointed to several previously proposed EVM improvements as areas that could become less relevant under the new strategy.
The Strawmap remains a flexible development guide rather than a guaranteed upgrade schedule, meaning priorities and timelines can continue evolving.
The roadmap shift also follows significant organizational changes at the Ethereum Foundation, which cut roughly 20% of its workforce in June and reorganized development around five core clusters focused on censorship resistance, open source development, privacy and security.
New organizations including EthLabs and EthSystems are also contributing research and privacy infrastructure.
Together, these developments suggest Ethereum’s next phase will focus not only on increasing transaction capacity, but on building a network that is simpler, more private, censorship-resistant and capable of surviving emerging technological threats such as quantum computing.
