Kazakhstan Approves Strategic Mining Program to Build National Crypto Reserve

Kazakhstan has officially approved new rules for Strategic Digital Mining, introducing a framework that links government-backed electricity incentives with contributions to the country's growing national cryptocurrency reserve.

Under the new regulations, qualified digital mining companies will be eligible to receive electricity quotas at capped tariffs for up to 10 years. In exchange, participating miners must transfer a portion of their newly mined digital assets to the Astana Hub Autonomous Cluster Fund.

The contributed assets will then be placed under the trust management of the National Investment Company, which operates under the National Bank of Kazakhstan. Through this approach, the government aims to steadily strengthen its state-backed cryptocurrency reserve while supporting regulated mining activity.

Mining companies interested in joining the initiative must submit applications through Kazakhstan's E-Licensing system, where a dedicated government committee will evaluate each application before granting approval.

Miners Must Meet Strict Participation Requirements

The new strategic mining program sets significantly higher standards for participating companies. Authorities have designed the framework to ensure that only large-scale, professionally operated mining businesses receive long-term access to subsidized electricity.

Applicants must operate digital mining data centers with a minimum capacity of 150 megawatts. In addition, each mining unit must deliver at least 150 terahashes per second of computing power

Companies will also be required to employ qualified technical personnel, maintain on-site repair facilities, secure multiple internet service agreements, and remain fully compliant with tax, licensing, and regulatory obligations.

Once approved, successful applicants must sign an agreement with the Astana Hub Fund within five working days. Before launching operations, they must also finalize a power purchase agreement with an approved electricity generation company.

Although the government has not officially disclosed what percentage of mined cryptocurrency must be contributed, local reports indicate that participating miners will transfer part of their production under the new arrangement.

New Rules Take Effect in August

The strategic mining framework is scheduled to enter into force on August 1, 2026. The policy represents another major step in Kazakhstan's efforts to position itself as one of the world's leading digital asset jurisdictions.

The country has already established itself as a global Bitcoin mining center. According to the Cambridge Digital Mining Industry Report 2025, Kazakhstan ranked fifth worldwide among Bitcoin mining destinations, supported by its large-scale energy infrastructure and expanding mining industry.

By guaranteeing long-term electricity availability for approved operators, the government hopes to attract further investment while ensuring mining activity contributes directly to national strategic interests.

Part of Kazakhstan's Broader Crypto Strategy

The strategic mining initiative forms part of Kazakhstan's wider digital asset development plan. Over the past several years, authorities have introduced multiple initiatives designed to expand the country's regulated crypto ecosystem.

These include the launch of the state-backed Alem Crypto Fund and the development of regulated cryptocurrency payment services through partnerships with Binance Kazakhstan.

Rather than treating cryptocurrency mining solely as a private industry, Kazakhstan is now integrating it into its broader financial strategy. By requiring participating miners to contribute digital assets in return for favorable electricity terms, the government is effectively using regulated mining operations to help build a national cryptocurrency reserve.

The new framework reflects Kazakhstan's ambition to become one of the world's leading digital asset hubs, combining supportive mining policies with greater regulatory oversight and long-term state participation in the cryptocurrency economy.
